Concept Note
Background
 
Nepal is predominantly a diversified nation. Cultural, geographical, religious, lingual diversities have made Nepal renowned all over the world. Though the diversity exists, many barriers come attached with them that make children, the future path finder of the nation to be detached from educational opportunities. Geographical barriers (difficult roads, dense forest, big rivers without bridge etc), cultural and economic barriers have been the problem for most of the children of rural hilly and mountainous regions of Nepal. Also, social exploitation on the basis of ethnicity and sex cause Nepali children not only difficult to enroll the school but dropout rate is also high. In this regard, the programme of Alternative School is put forward by Child Nepal (CN). The programme runs as per the Nepal Government's policy on schooling through text books, extra- curricular activities and entertainment in meaningful participation approach. The programme is a part of Model Educational Village Project that CN envisions for child rights protection and child development through education.
 
Objectives of the Programme
 
General Objective
 
Our general objective is to help in providing equal opportunity and access in education to the 6-10 age group children for the success to launch MEV Program in the targeted VDCs.
 
Specific Objectives
 
·          Participate maximum children in the Alternative School Programme of the targeted VDCs.
·          Aware the poor and marginalized 6-10 age group children on school enrolling.
·          Admit the 6-10 age group poor and marginalized children of the targeted VDCs in the school.
 
Working areas
 
The working areas of the programme are Gamtha VDC of Mugu district (Upper Karnali) and Duwachaur VDC of Sindhupalchok district.
 
Timeframe
 
The timeframe of the progamme is planned for 5 years but as a model programme it will be run for 1 year.
 
Target Groups
 
6-10 age group children that match the following conditions are our target groups.
·          Who have not received primary education since the school is far,
·          who can't reach school due to geographical barriers (difficult roads, dense forest, rivers without bridge etc.),
·          who are the victims of social exploitation, poverty and armed conflict,
·          Dalit children and
·          Dropout children.
 
Rationale
 
Nepal has just set its foot in the path of development. Education, the backbone of development is far behind the reach of children due to social discrimination, poverty, malnutrition, consequences of armed conflict and many other geographical, cultural, religious and lingual barriers. Many children are dropout and many have even not seen the schools in this modern 21st century. The situation is alarming in our targeted communities as well. In this context, how the government and private sectors be able to provide equal opportunity of education to these remote children? And can Nepal attain its mission 'Education For All' (EFA) till 2015? Thus, the programme of Alternative School is relevant and effective that can contribute a lot to provide equal opportunity of education and assist the government to attain its aim of EFA up to 2015.
 
 
Activities
 
·          Community interaction,
·          Survey on Alternate School program
·          Form and mobilize Alternate School Management Committee,
·          Select teachers,
·          Train the supervisors and teachers ,
·          Run alternative school,
·          Conduct regular discussion / meetings,
·          Aware the community people about Alternative School Programme (ASP),                                                                 
·          Run scholarship program and
·          Conduct School Monitoring training
·          Monitor and evaluate the programme
·          Present Annual Progress Report
 
Methodology of program
 
Following methods should be adopted for alternative school program in      our targeted VDC's
·          Identify the target group and participate them directly in program
·          Form alternative school management committee in the community for running class and regular monitoring and evaluation
·          Conduct trainings, interaction forums and visit to the local teachers and supervisors for running the program regularly
·          Classes of the alternative school will be conducted in alternate time of the school (morning and evening).
·          Enroll the children in class wise examination coordinating with related schools.
 
Human resource for the program
Human resource for the program in the targeted VDC'S of Mugu and Sindhupalchok are:
1.      Program director -1 in each VDC
2.      Program supervisor -1 in each VDC
3.      Teachers -5 in each VDC
Strategy
 
·          Activate the rural youths in IT Club through self help activities.
·          Meaningful participation of the community people.
·          Mobilize different working partners and donors.
·          Co-ordinate with the Village Development Committees (VDCs), District Development Committees (DDCs) and concerned line agencies and ministries.
 
Expected outcomes
 
·          150 students from each targeted VDC'S will get opportunity to read in alternative school
·          The parents of the children of targeted VDCs will be conscious about the importance of education
·          The parents will try to know and search the facilities that DEO provides for the children.
·          Children of the neighbouring VDCs will be attracted towards alternative schools.
·          After the completion of 1 year programming, children will be regularly attaining the school.
·          Community people will be motivated to establish the alternative school where necessary.
 
Monitoring and evaluation
 
For the program monitoring and evaluation, a committee of 5 personnel's will be formed. The committee involves local people, education lovers, members from District Education Office (DEO) and representative from the donor organization. The committee will monitor and overall evaluate the effectives of the program is the targeted VDC'S 
 
 
Sustainability
 
·          Alternative School Management Committee will be formed and mobilized.
·          Separate budget for Alternative School will be managed by VDC as per community peoples' demand.
·          Co-ordinate with the concerned VDC, DDC and DEO.
